Troy, we tried a similar path to a legitimate all ages venue back east, and one thing that really helped our cause is we went to some respected local (non punk rock) artists and got them on board writing letters supporting an all ages venue. If you're able to tap any local Victoria favorite sons and daughters of the Arts community it could help.
